Placer Parkway

Overview

Placer Parkway Project AreaThe Placer Parkway is to be an approximate 15-mile long, high-speed transportation facility, which will connect State Route (SR) 65 in western Placer County to SR 70/99 in south Sutter County. It will link existing and planned development near some of the region’s fastest growing communities while improving access to the I-5 corridor, downtown Sacramento, and the Sacramento International Airport.


Partners

PCTPA: In 1998, the Placer County Transportation Planning Agency began preliminary planning on the project. PCTPA is the State-mandated regional transportation planning agency for Placer County (excluding the Lake Tahoe basin). PCTPA member jurisdictions consist of Placer County, Auburn, Colfax, Lincoln, Loomis, Rocklin, and Roseville.

SPRTA: The South Placer Regional Transportation Authority (SPRTA) is a joint powers authority made up of Placer County, Lincoln, Rocklin, and Roseville. The Placer Parkway is one of several regional transportation projects being partially funded by SPRTA’s transportation impact fee program. SPRTA is the lead agency for the Placer Parkway Corridor Preservation project. PCTPA provides administrative, accounting, and staffing support for SPRTA.

Other Agencies: Coordination for the Placer Parkway Corridor Preservation project and its Tier 1 Environmental Impact Statement/Environmental Impact Report (EIS/EIR) is being carried out with a number of agencies, organizations, property owners, and interested individuals. Status/Schedule

Conceptual Plan
Adopted by PCTPA and SACOG in 2000, the Conceptual Plan for the Placer Parkway contains a set of goals and policies for the project corridor study area, representing a consensus of the study’s Policy Advisory Committee on the principles that are necessary for the concept of Placer Parkway to proceed to “next steps.” The Plan was completed in 2000.

Project Study Report
Required for major new regional roadway investments, the Project Study Report estimates the cost, scope, and schedule for the project. This was completed in 2001.

Environmental Document
Tier 1 - The first tier enviromental document will identify the corridor within which the roadway will be located. By tiering the environmental document, the right-of-way acquisition portion of the project can be expedited. Tier 2 - The construction-level environmental document will identify the specific footprint of the Placer Parkway.

Design and Construction
The contruction of the Placer Parkway, including the preservation of a surrounding open space buffer is currently estimated at $660 million. Only $55 million has been identified in available funding. With additional funding provided through development fees from adjacent areas, construction could begin as early as 2011. Studies have shown that this project may also be financed, in part, through private investment operating the Placer Parkway as a toll road. Without new funding, construction would not occur until after 2030.
