Bicycle and Pedestrian Improvements
Overview
Providing opportunities to use alternative modes of transportation such as bicycling and walking, and rail and transit, is important to PCTPA and its member agencies. Alternative transportation modes help to improve air quality in the region, help to relieve traffic congestion, and provide recreational opportunities for residents.
Partners
PCTPA - As the Regional Transportation Planning Agency (RTPA) for Placer County, the PCTPA Board determines and manages Placer’s priorities for the regional transportation system. The Agency undertakes certain bikeway and pedestrian facilities planning responsibilities and administers funding to be used solely on these types of projects.
Member Agencies - Placer County, City of Auburn, City of Colfax, City of Lincoln, City of Rocklin, City of Roseville, and Town of Loomis. Each agency prioritizes local bicycle and pedestrian projects within their respective jurisdictions and also work together to link certain facilities that cross jurisdictional boundaries.
Status/Schedule
Currently, PCTPA sets aside two percent of the total Transportation Development Act (TDA) funding it receives to be used specifically for bicycle and pedestrian projects by its member agencies. Placer County's jurisdictions use this money in conjuction with other funding sources such as Congestion Mitigation and Air Quality (CMAQ) funds and general fund money to build local bicycle and pedestrian facilities. With the total cumulative cost of planned bicycle and pedestrian projects in Placer County currently exceeding the amount of funds available to pay for such projects, these projects must be phased and completed as existing funding sources become available on a year-to-year basis.
Existing funding sources are not nearly enough to build all of the need bicycle and pedestrian needed in Placer County. A dedicated local transportation funding source such as a transportation sales tax would dedicate millions of additional dollars for exclusive use on planned bicycle and pedestrian projects, causing such projects to be funded and built much faster than with the use of only existing funding sources.
